Found at Whitby area off Collier Sands which is the small beach along the river side.

Russian Flax quality control seal.

First side:-
First line - NP = unknown initials.*
Second line - (O?)12(K?) = initials and numerals indicating the content of the bales.
Third line - 1796 = date of assessment.

Second side:-
First line- obliterated.
Second & Third line - mostly illegible - name of quality control officer.
Fourth line - (H?)78 = (N?)78 = number of work station used by QA officer.
