Hemp inspector Ya.BERSERNEV working out of 267 post on the Baltic Sea coast probably in the port of St Petersburg but possibly Narva, Memel, Libau, Reval or Riga (under the auspices of St Petersburg in 1825).
The Grower/Owner/Agent initials are T,P and second sort or grade hemp.
The seal is at IDS 664 on The PeaceHavens Project, Seal Numbers 601 - 700."
