A tubular (pipe) cloth seal often attached onto the warp threads of cloth during manufacture. Also somtimes attached subsequently with cord. See p.386, Elton, Cloth Seals, Archaeopress, 2017.
Its find location suggests it could be an early example from the area where this type is thought to have originated.
