Found in Essex/Suffolk border region, 22mm.
The top R is followed by a large dot that is circled by 8 smaller dots. Beneath is O followed by a forward slash and I at a slightly lower level all in a close dotted circular border. On the other side is an annulus formed by two similar close dotted circles between which is written - ACT.GES (Active Company)with a small flower head or star either side and up from this - KONIGSBERGERW[IZ]ZMUHLE

From Paul Cannon, "The main inscription reads *KÖNIGSBERGER WALZMÜHLE*ACT.GES and can be expanded to ‘Königsberger Walzmühle Actiengesellschaft’ ie Konigsberg Rolling Mill Joint Stock Company. Prior to 1945 Königsberg was the easternmost city of Germany but was captured and annexed by the Soviet Union at this time and has since been known as Kaliningrad. Most of the German population were expelled.
According to the following, which includes a recent image of the building, the Konigsberg Rolling Mill dates to 1889 and was the largest rye mill in Europe. There were special devices for discharging the grain directly from the ships, which had moored at Pregelkai. The rolling mill stands at the Holsteiner Dam at the confluence of Arndtstraße, today Pravaya Naberezhnaya Street. See Königsberg - Walzmühle on Flickr."
