Possibly a fragment of a cloth seal with letters ending in C and possibly starting with R and a design of a circle with lines inside it's base similar to the ICI trade mark but straight rather than wavy lines. This looks to have been over stamped with other marks possibly when attached. The number 124 has been scratched on the reverse.
