Could be I or maybe APXAH with 1795 beneath. Below this are crossed anchor and grapnel and a third anchor beneath. Around the bottom edge can be seen II and O and at least 4 letters up the right hand side one of which could be an O.

Seal is now with East Riding of Yorkshire Council Museums Service.

"Seals bearing the arms of St. Petersburg or St. Petersburg Province which were established in the reign of Catherine II (1765-1796) show a crossed anchor and grapnel, sometimes with a sceptre laid over them. Most are stamped with the name St Petersburg, in full or usually abbreviated form, ... They do not specify the goods inspected." p.45. It has since been found that the anchor and grapnel only applies to St Petersburg when there is a sceptre laid over them (see below).
