Found in Augsburg, Bavaria, South Germany, 18mm, 6.7g.

Looks to be the Lesser coat of arms of Baveria on one side although it appears to have a royal crown above rather that the the five leaved people's crown introduced in 1923, also the number of lozenges looks to be closer to the 21 used from the 15th century rather than the 42 when Bavaria became a kingdom in 1806. The other side has at least two rows of large lettering but only a couple of the middle letters can be made out - AY above ALZ - it may be BAYER SALZ as on the similar seals with this coat of arms but words on the reverse curved around the edge rather than in straight rows as here.

Salz is German for salt but there is also a town in the district of Rhön-Grabfeld in Bavaria with the same name and so it is not possible to say with certainty that it is a salt bag seal.
