Found in the Colchester region.
Incomplete seal probably reads IPSWICH across one side and PAUL (S or maybe & Co ?) curved across the top of the other side with E.G. across the middle and FOOD curved around the bottom.
If it is S making PAULS then this link maybe relevant:-
"Pauls Agriculture was founded in Ipswich in the early nineteenth century initially to trade in malt and barley for brewers. This expanded into trading of maize and other ingredients for horses and subsequently from the early 1900s onwards, for other animals."
