Found in Belgium, Lier near Mechelen, 24 x 16mm.
Both sides have the same markings consisting of two rectangles, one containing pennants on poles in saltire, 4E beneath, the other with CONSEIL curving downward / D'ADMION (ON in superscript underlined) curving upward
The 4E probably stands for the Fourth Division in keeping with related seals. However Conseil d'Administration stands for Board of Directors which would imply the Army Board and so it may stand for the Fourth Army.
