Inner disc from a four-disc, armorial, cloth seal with unusual combination of devices. Possibly a mixture of British and Portuguese symbols?
Has now been identified as the arms of the South Seas & Fisheries Company, see BSG.CS.00286. More evidence of the company trading in Portugal.
