Possibly a French flour bag seal.

From Paul Cannon, "I think I read “DARBLAY JEUNE”. Linking to a significant family of industrialists in 19th France. This seal relates to Aimé-Stanislas Darblay (1794-1878). He was the younger of two brothers who was also known as ‘Darblay Jeune’. He was responsible for modernising and improving the flour mills at Corbeil, south of Paris. For this reason I wonder if the inscription reads below the 62, ‘A CORBEIL’. I think the other face reads FARINE SUPERIEURE. The bag was filled and sealed in October 1862 see Histoire des noms et des lieux."

From Philppe Lanez, "The initial of the word before SUPERIEURE has two legs, it can't be a "F" but a "M".
So you have to read MARINE SUPERIEURE (flour), which means this quality could be shipped.
