Flour Bag Seal, OO

Found on the Isle of Man.

One side has the letters OO or the numbers 00 on it. The other has three initials at its centre, possibly I E over M and around the outside faint writing possibly including A VAPORE ?

The OO suggests it is a flour bag seal:- "Flour used to be categorised into '00', '0', '1' and '2' grades, '00' being the finest and whitest and working down to the almost wholemeal grade '2' flour." From Flour Of Italy.
