Geoff Egan, No.321 Fig.43, 'Lead cloth seals and related items in the B.M. (B.M. Occasional Paper 93)'

V.similar to
UKDFD Ref.No.6971 "A large lead cloth seal of the Dutch city of Haarlem. One side of the seal depicts the arms of the city: an ornate shield with sword erect, four mullets to sides and cross potent in chief. The legend around is [HAERLE]MS GOET - 'Goods from Haarlem'. The other side has the figure 19, which indicates the measured length of the cloth in Dutch ells. The reverse of the seal shows an impression from the cloth. Haarlem was the finishing centre for fine linen (known in England as 'holland'), which was woven at many other locations in the Netherlands and beyond."

This seal is from a roll 20 Dutch ells in length.
