Crowned shield bearing a walking rat playing a flute // circle containing U.K. (Rusty wire inserts evident)

Similar to the crowned Dutch shield bearing the rampant lion of Holland which is often used on Dutch Custom House seals. The walking rat playing a flute perhaps inverts the tale of the Pied Piper.

Possibly a utilities security seal e.g. electricity, gas or water.
