This is a Russian flax bale quality control seal.
First side:-
First line - N:(P?). = unknown initials.*
Second line - IM12 = initials and numerals indicating the content of the bales.
Third line - 1786 = date of assessment.
Second side:-
First line - Д(I?) = D(I?) = initials for Inspection.
Second & Third line - ПЛОТБ = PLOTB // НEКОВЬ = NyeKOV' = name of quality control officer*.
Fourth line - H250 = N250 = number of work station used by QA officer.
