Cement Seal, BEOC

Found in Croatia near Vincovci. 17mm, 7.6g.

Off-struck bag seal. One side has BEOC curved across it and the other has a small six pointed star with CEM[E]NT one side and POR[TLAND] the other all curved around the outside border (perhaps with a another six pointed star).
The Portland has been heavily interpreted but fits well.
