Scratched numerals // pierced mullet / TA / TO

Either a two-disc cloth seal where the connecting strip has been twisted and severed or the discs 1 and 4 of a four-part cloth seal. The letters could possibly be part of the place name TANTON (Taunton) or simply initials.
