From a shipwreck off the English Coast*, ?mm.
*known to be carrying a cargo from Nuremberg and also from the area now known today as Belgium.

Distorted fleur-de-lis, wheel countermark + another partial secondary stamp (F?) // crescent with pellet at centre

The general appearance is consistant with cloth seals from the Flanders area (Belgium).

Michel Royer has found a better example of this seal on Nordétection, L'Original
LE FORUM SUR LA DETECTION AU NORD DE PARIS
, which identifies it as being a seal from Armentieres. He also pointed out that the crescent structure is found on many tubular seals. A not so good example can be seen on this Gallery - BSG.CS.01067, found in Portugal.
