Crowned shield bearing lion rampant holding sword and arrows (the Lesser Arms of the Netherlands) // crossed anchors

This seal is similar in shape and in bearing the same arms on one side as Dutch Costoms seals.

Jos Hagens has found a link connecting the crossed anchors to the Dutch navy - National Arms and Emblems Past and Present, Hubert de Vries 10.07.07, "The symbol of the naval forces of the Low Countries was from the middle of the sixteenth century two anchors making a Burgundy Cross. ... It seems that the arms with the anchors as a symbol of the directors of the navy of the Republic until the end of the ancien regime and the resignation of the Prince of Orange as captain admiral general in 1795 remained in use. In that year the old colleges were given up and replaced by a Committé tot Zaken van de Marine. This made use of the (uncrowned) weapon of the former College Superintendent."

See also Mark Ouwerkerk's Dutch Colonial and Marine bagseals, "Due to all the similarities with Dutch customs seals, I assume that this is a seal that was used by the Ministry of the Navy. This is a customs seal with the longer coat of arms including a cross on the crown (used until ca 1845). On the reverse are crossed anchors in a circle. The circle itself is made with a thicker line.
In the early days of the kingdom there were many reforms going on in the field of the tax system, so the crossed anchors may have been used again for recognisability. This type of seal will be introduced around 1815, because that’s when the Dutch coat of arms was also introduced. Around 1845 a shorter national coat of arms was used."
