Arms of France, lettering on connection strip // mostly missing but fragment contains start of inscription DO..., lettering on connection strip

From the finder, "a cloth seal from france, Lyon, 18 century, on the front the arms of Lyon, on the reverse there should be DOANNE DE LYON, but this is missing. On the hinge: I HA RO (no idea what that means) according to the book of R.van Laere"
