The cockrel or rooster is the coat of arms for Haan and also known for Golzow (Oderbruch) but for that village it is always accompanied with a branch (it could be that the border represents this?).
Interestingly Heraldry of the World says for Haan, "The arms were granted on April 29, 1937 and have not changed after the incorporation of Gruiten. The arms are canting (Hahn = rooster). The arms are not historical, the only known seal of Haan, dating from 1556 shows the patron saint, St. James." Perhaps this and other cloth seals show it has been used 'historically' but we need to keep an open mind about the possibility of it being a Golzow seal.
The 30 probably refers to the length of the cloth.
