The Roman numerals suggest these match the usual tubular cloth seals from Norwich but these have cut flaps to give a disc-like structure in the same manner as similar Colchester Dutch weavers' tubular seals - see BSG.CS.00114, which shows both the normal tubular and disc version for Colchester.
