Tubular or 'pipe' cloth seal with four horizontal lines and a cross, two pellets above.

Markings probably indicate the number of threads (dropped? repaired?) during weaving - see Appendix 6, p.386 - 397, Elton, S., Cloth Seals, An Illustrated Reference Guide to the Identification of Lead Seals Attached to Cloth: from the British Perspective, for the probable use of many of these types of seals.
