2 lead seals with rusting wire inserts. Crowned shield bearing a walking rat playing a flute // circle containing U.K.
Similar to the crowned Dutch shield bearing the rampant lion of Holland which is often used on Dutch Custom House seals. The walking rat playing a flute perhaps inverts the tale of the Pied Piper.
Possibly a utilities security seal e.g. electricity, gas or water.
