Possibly from the old Prussian capital Königsberg, which was renamed Kaliningrad in 1946 after Russia claimed it.
From Paul Cannon, "For a better preserved example of this type of seal see Allemagne, Plomb de la ville de Lüneburg, sel, entre 1814 et 1866. Even though the Bagseals example is poorly preserved all the surviving features can be matched to the seal on the site above. Luneburg is a city in the north of Germany and its wealth was based on salt which was mined there.

The author of the comment on 'Echange-Passion' suggests a date range of 1814 to 1866."
