Possibly from the old Prussian capital Königsberg, which was renamed Kaliningrad in 1946 after Russia claimed it.
From Paul Cannon, "This would appear to be another version of the Lüneburger salt seals. Lüneburger is a city in the north of Germany and much of its wealth was based on salt which was mined there.

For a similar version of the seal, also with numerals (but different) see Sucherforum. This Lüneburger seal clearly has the word ‘NETTO’ on it, below the group of three numerals and much of the discussion on the site (in German) is about the meaning and whether these relate to the weight of the salt bag to which this was attached.
The seal on Bagseals also contains a group of numerals but only ‘5’ is clearly visible. It also has a cursive figure/s after the numerals, perhaps ‘W’? It also a word beginning with ‘N’ and is perhaps ‘Netto’ but ‘Neue’ seems more likely. Underneath this line would appear to be another word which I cannot decipher.
