I wonder if a more likely interpretation is that it joins with the line above and produces the word ‘PLOMBERING’ ie Danish for ‘sealing’. The Bagseal example also shows there is actually an ‘S’ at the end of the Danish capital. I believe that Danish can use a similar possessive construction to English. I suggest the legend can be read as KI(or J)ØBENHAVNS TOLD PLOMBERING ie Copenhagen’s custom sealing."
