DAMPF MUHLEN A.G. suggest a German steam mill manufacturer - see here and Szczecin iron foundry which was also known as Stettiner Dampf-Muhlen AG.
The principal industry of Hungary is flour-milling. The number of steam-mills, which in 1867 was about 150, rose to 1723 in 1895 and to 1845 in 1905. Between 3,000,000 and 3,200,000 tons of wheat-flour are produced annually. The principal steam-mills are at Budapest; large steam-mills are also established in many towns, while there are a great number of water-mills and some wind-mills. The products of these mills form the principal article of export of Hungary.

The German translates as Hungarian United Steam Mills (Actien Gesellschaft, for Joint Stock Company). For a document relating to this see Ebay, RE 1140 Rechnung Hungaria Vereinigte Dampfmühlen Budapest 1924. It seems very likely that this seal relates to no: 10 in the article below which is taken from ‘The United States Miller and the Milling Engineer’, December 1891, p 184, cols 2 & 3. I have individually numbered each of the mills so as to make them more obvious.
Extract:- “The bakers are delighted with the action of the following sixteen firms who manufacture Hungarian flour and export it to England, namely

who have reduced the number of their grades of flour and established a fresh standard, and in order to protect their new type flours they have as a body caused a conventional trade mark to be registered. The flour manufactured by the above named firms will consequently henceforth only be sold and supplied in sacks sealed with leads bearing the registered trade mark, which consists of the number of the grade of the flour surrounded by a triangle composed of three wheat ears on the side of which the letters M.T. are to be seen. The other side of the lead-seal is used to stamp the name of the firm who manufactured the flour.' "
As the seal incorporates the ‘three wheat ears’ plus the letters MT referred to in the article it must post date or have been produced around the time of the article in December 1891. This HUNGARIA / VEREINIGTE / DAMPFMÜHLEN A G seal appears to link to others ie Hungarian, Flour Bag Seal with rose image which can now be read as VEREINIGTE / DAMPFMÜHLEN / BUDAPEST ie United Steam Mills Budapest. This has a spray of 5 roses as has PAS KENT-76A152. The inscription on this seal can now also correctly be read as the same ie VEREINIGTE / DAMPFMÜHLEN / BUDAPEST.
In common with most other Austro-Hungarian flour bag seals there were versions in the German language as well as in the Hungarian language. For a Hungarian version of the seal see Hungária Egyesült Gőzmalmok Rt (3rd seal down) reading ‘MAGYAR EGYESŰLT GŐZMALMOK R T” which is Hungarian for HUNGARIA / VEREINIGTE / DAMPFMÜHLEN A G – R T in Hungarian (is short for Részvény Társaság, equivalent to A G in German)."
