From Paul Cannon, "I am fairly sure that the main seal in this group is a Papal customs seal of 1825. The outer rings of inscriptions on both sides are all but worn and unreadable. It contains the name ROMA TE?R? around a five petalled flower and the date 1825. The other face has COLLI DA PASSO around a parasol/umbrella with two flowers. For a very similar seal with the name of the city of Bologna see BSG.BS.01316 ... see also PAS LON-EB0144.
The following better preserved seal shows that this in all probability reads ROMA TERRA, see UKDFD 12049. What remains of the outer inscription on this seal no doubt reads DOMINIO PONTIFICIO DOGANE as on BSG.BS.01316."
