From Philippe Lanez*, "I would suggest a customs seal for this place, as regard to a seal for Marseille of XIXth century. As to the legends I think possibly ADMINISTRATION DES DOUANES around the fleur de lis, and BUREAU DE NANTES on the Mercury side. No other similar one known of me. ... You'll notice the reverse (lis) side is incuse-struck. The image must be straightened by applying a horizontal symmetry to read ADMINISTRATION DES DOUANES, not DOUANES ROYALES. As to the place of Paris, it could be Nantes, as well. The final S is only legible to me. plomb-de-scellé"
