Inside of the above inscriptions is the double headed Russian eagle on one side and the orthodox cross on the other. Distinctive 'popper' or 'stud' like seals.
From Ged Dodd, "These are similar to those from Riga and St Petersburg and were used on a variety of goods.
Obverse:- ТАМОЖНЯ 497 (Customs Tax Post 497) around a Russian Double Headed Eagle.
Reverse: - МОСКОВ (MOSCOW) 1910 around an Orthodox Christian Cross.
