Identified by Paul Cannon, "I suggest this is a Prussian (German) customs seal for salt. Around the circumference of both faces are small versions of the Prussian eagle. I can’t be absolutely sure but I wonder if the main inscription reads SALZ/STEU[ER]/LÜNE/BURG. I believe the other face has the crowned monogram ‘FWR’ for Friedrich Wilhelm Rex though its difficult to make out."
