Thanks to Paul Cannon for reclassifying this seal, "From a close inspection of the right hand image I would suggest that the inscription seems to me to read:
KÖNIGL . = Royal
SALIN. = saltworks
DIRECTION
This seal is therefore a salt seal from one of the saltworks under Royal control in the German areas.
Precisely the same inscription occurs on two other Bagseal seals and these have the name of the city of Lüneburg Royal Saltworks, Lüneburg Seal, Image & Found by PhilD & Royal Saltworks, Lüneburg Seal, Found by Dave Haffenden. The Royal Lüneburg salt seals incorporate a crown and the city name. This seal does not. The left hand image is reported as possibly incorporating a pinecone but I have a hunch that it may instead be a wheatsheaf, with what seems to be a symbol to the right? The very close similarity to the style of the inscription would point to it possibly being a Lüneburg salt seal or one from another saltworks associated with the same Royal authority."
