17th/18th Century I'd say - ecclesiastical cloth perhaps? (Flintmeister UKDN).

Also note the 'anchor' like aspects of the frame on which the ligature hangs.
IHS was also a common Christogram based on the first three letters of "Jesus" in Greek (Ίησους, Latinized IHSOVS); also referring to the In hoc signo vinces legend hence it its possible religious connection.
