This is a Russian flax bale quality control seal.
First side:-
First line - ?.(P?)
Second line - 2H12H = initials and numerals indicating the content of the bales.
Third line - 1792 = date of assessment.
Second side:-
First line - ЛД = LD = initials for (Flax?) Inspection.
Second & Third line - АП:С? = AP.S? // НИНЬ = INI = name of quality control officer.
Fourth line - H*51 = N*51 = number of work station used by QA officer.
