HAER / L(E)M // Double-headed eagle
A cloth seal from Haarlem. The double-headed eagle is normally associated with dying, see p.306, Elton, S., Cloth Seals, An Illustrated Reference Guide to the Identification of Lead Seals Attached to Cloth: from the British Perspective, "The double-headed eagle was used to signify the quality of the dyeing of the cloth, it is not specific to Amsterdam and was used in other cities such as Ghent and Leiden [Baart, J., 1977, p.114] and Gouda [Mijderwijk, L.C., 2009]. See PAS NCL-801996 & ESS-D0B806 for cloth seals from Gouda with double-headed eagles."
From the finder "there is still a small piece of wool left in the bent strip that connects the 2 sides.
