This aluminium seal is from the packaging department of the Ministry of State for Agriculture rural development and supplies, Madagascar. SCOMAD is the abbreviation used for Service de Conditionnement de Madagascar. This seal was probably attached to some agricultural product imported into America in the mid to late 20th century - Madagascar (BNM).
For more information and another example see Euro-Plombs, "Aluminum seal belonging to the Madagascar conditioning service (SCOMAD) affixed to a bag belonging to SLAMI (SOCIETE LYONNAISE AGRICOLE, MINIERE ET INDUSTRIELLE). Probably for agricultural products, possible for onions".
From Philippe Lanez, "I don’t think it was onions. In the texts we have, SLAMI, was known as a producer of peanuts and tobacco. The area under tobacco cultivation was very important, and SLAMI was linked commercially to the SEITA National Industrial Tobacco and Matches Company, also present on the island."
