Russian flax bale seal.

Flax inspector T.TOMILIN working out of 29 post in the port of Konigsberg, Kronstadt, Libnau, Memel, Narva, Pernau, Reval, Riga, St Petersburg, or Tilsit in the year 1793. All of these ports used NP for their flax seals before year 1829. and the Grower/Owner/Agent initials are PHH (ligature) with 12 flax plants in the bale.
There is a symbol under the date which could be a tool ..but probably an elongated crescent
Very interesting seal which enabled me to correlate 6 previous part seals.
