From Paul Cannon, "I believe this flour bag seal reads: COLONIA / MEHL (across the centre) and from 7 o’clock FERD. LEYSIEFFER & LIETZMANN. At the bottom of the seal is *DEUTZ*.
This relates to Cologne in Germany. Deutz is the district of this city to the east of the Rhine, which was once a separate town. The former Leysieffer and Lietzmann mill in Cologne became part of the Kampffmeyer Group in 1924. I understand that the mill is incorporated into a modern complex.
