Found at Wassenaarsche Polder, Netherlands, 26mm, 9.5g.
Missing // saltire of anchors with design in each quadrant // VRY / LAKEN // missing
I am assuming they are the inner discs from a four-disc seal as there is no evidence of a rivet but there are indications of tears at the top and bottom where the rivet and rove disc would have been attached. The finder confirms the lack of a rivet.
The 80-years war brought about the replacement of tolls with convoy and license rights to fund protection of exports by the navy, hence the Admiralty issued several types of these seals. See p.29, Oostveen, J. van, 2017, Textielloden uit de bodem van Rotterdam.
