A broken two part alnage seal showing a date at the centre, the 8 being uncertain. Although this could be mistaken for the inner discs of a four part seal there is a definite rivet. This along with the connecting strip would mean that any further discs would be after the point of riveting and very vulnerable to being broken off once attached to a cloth.
