Same design as Figs. 59 & 60 on p 60 & 61, John Sullivan, 'Russian Cloth Seals in Britain Trade, Textiles and Origins', 2012. From his description we can tell that the obverse gives the date of issue - 22nd January (81?) possibly 1881 in Moscow.
