Eagle displayed grasping a figure or animal in its talons // no decipherable markings

The finder suggests it looks like a frog in the talons. There is an Aesop fable about a mouse and frog being carried away by a hawk that may have inspired an organisation to use this image. No company or product has yet been associated with this seal.
