"It looks like the number 80 or 30 in a circle then another circle below with what looks like the letter D? as for the other side, I'm clueless although I'm sure it is a design and not damage."

Probably a design that has been distorted through friction melting.

Probably a German sugar bag seal based on similar double annulus design.
