The style, if a little crude, matches those known to be used by clothiers, weavers and searchers to demark cloths they have worked on. See Figs. 33 & 34, Geoff Egan,'Lead cloth seals and related items in the B.M. (B.M.occ.papers 93)' and fits to a series displaying heraldic images, p.88, ibid.

Could also be a Continental Bombasine seal.
