From finder - "although very worn....definitely two halves wedged together though, and a very faint design on it, beginning with a 1...measures 22mm across."

I am probably reading too much into the image but it looks like it starts with a C and ends with a B and CLOLB is my best guess at the complete inscription ?

After seeing the seal in the flesh I agree with finder that it starts with the figure 1 :)
