Found in Suffolk, 20 x 17mm, 4.8g.

Complete two disc rivet seal showing crown with cross pattée beneath, all in a circle of rays border on one disc and on the other the figure 14 or possibly 141 has been scratched.

The scratched number probably refers to the length or weight of the cloth. See No.121, Fig.26, Egan, Lead Cloth Seals and Related Items in the British Museum, 1995. He suggests they are two-part searchers'/alnage seals circa late sixteenth or early seventeenth century.
