Found in Northern England, 22 x 25mm, 14,6g.

First side:-
First line - N(P?) = unknown initials.*
Second line - IW12 = initials and numerals indicating the content of the bales.
Third line - 1788 = date of assessment.

Second side:-
First line - ПД = PD = Hemp Inspection but could also stand for Port Inspection or Tow Inspection.
Second & Third line - П:АРЕ = P:ARye
ХОВ = khOV = name of quality control officer.
Fourth line - H(4?)4 = N(4?)4 = number of work station used by QA officer.
