The Cross Pattée or splayed cross has been used for many purposes. The Hospitaller's Cross (Cross as used by the Order of St John in the 1200s) gave rise to the red Knights Templar's cross, which in turn gave rise to the Maltese Cross. But it is perhaps most famous in modern times as being the basis for the German Iron Cross.

The cross may represent windmill sails as in BSG.BS.01759 suggesting it is a flour bag seal.
