Found near Hamilton, Scotland, 20mm.

A circle of pellets borders both sides with the Austro-Hungarian Eagle at the centre with inscriptions around. The larger eagle on the first side has ZCKR.STR.CONTR. curving downward around the top. The smaller eagle has VELIM curving downward above, there is a six pointed star at the base.

There is a town called Velim, now in the Czech Republic.

From Paul Cannon, "I think this is a sugar tax control seal. Around the Austro-Hungarian arms (in use 1867 to 1918) is ZCKR.STR.CONTR which expands to ‘ZUCKER STEUER CONTROLLEN’ = ‘sugar tax controls’. The modern form of the German though is ‘kontrollen’. The other face has the same arms with the name VELIM, where the sugar factory was located. Velim is situated in Kolin District in the Central Bohemian Region of the Czech Republic. The sugar factory at Velim is listed in 'Verzeichnis der Zuckerfabriken und Raffinerien Deutschlands und des Auslandes' (1900) under the section headed ‘Oesterreich-Ungarische Monarchie’ (see no: 124 on page 260).
